It's always runtime in Smalltalk 13 Developer Workshop "Experience Cincom Smalltalk"

Dynamic programming languages are a hot topic now; OOPSLA 2006 dedicated an exclusive forum to them. They are considered to be a serious alternative to Java, C# or C++ 13 even within the IBM camp as you can tell from the following abstract:
