In the USA most VCs or startup Owners seem uneducated about the mobile programming environment and so let us educate them.
Due due to the top 10 Mobile Operators blanketing the Northwest corner of Indiana instead of California; if you expect to test the development work on 100% fo your USA targeted mobile device market then you must look at hiring a telelcommute from the midwest. This becoms a vital factor when pressed for time as test driven Development is the only way to deliver those types of gut wrenching projects on time.
The obvious followup to that point is that you need to look for those Mobile develoeprs who are building integrated Test Driven Development Build Frameworks that span the computer languages used on your targeted mobile device platforms. Most Mobile Programmers in California including Russ Beattie(ahem, cough Google) are not even hip this need.
That TDD Build Framework needs to be centered on one build technology not several. So far I am the onlyone attempting an integrated TDD Build Framework that spans Microsoft CompactFramework, Sun's J2ME-MIDP, Qualcomm's Brew C++, Symbian's C++, and etc using Apache ANT, JWare(iDare)'s Antxra, and etc.
