Transferring JPEG files to server

I don't know how to transfer a jpeg file from client to server
(they are in different machines).
Moreover, can I access a folder using password under Windows 98, using Java programming
(actually I want to access a database using JDBC to get the password, then using File object to access the desired folder)
Please help me. Thank you.
