If you run js.exe then after shuting down the server is realy shutdown. If you are using httpd command to start the server then check after clicking your favorite windows key combination cltr + alt + del if jserv and jrew are still running. If yes, then kill them and try again. YOu can use any of the following command to start your javawebserber
1) js
2)httpd
3)httpdnojre -javahome your_java_home_directory
4)jserv ( only for admin purpose )
