Help for creating a Font file

We are working on a Editor Project . We want to give the user the option to edit in Sanskrit Language.For this ,we have created a chartobyteconverter program in java which is going to use a font.properties file at runtime to display the Sanskrit font.
Is this the right approach or we can do it in the other way.
The other option what we are working on is to use a lookup file to display the corresponding Unicode for a given Ascii character.
