Questionnaire to assess the managerial skills

I don't think a questionnaire can assess managerial skills. It can only assess skill in filling out questionnaires about management skills, which is probably not a very close approximation of actual managerial skills. I think a better approach would be to talk to the people who work for and with each manager and also look at how well each manager achieves objectives.
