Tomcat Question & Inquiry???

I have setup the Tomcat 3.2.1 on my computer and its works ok.
All of the example servlets and jsp files are in the web_apps\
examples directory. I was wondering how I could setup a
development and production directory of my own. Is there some
way you must tell Tomcat about that directory, in order for
it to recognize it.

I create a test directory under web_apps directory and tested it.
However, I was not successful.
