To be the kind of person it takes to start a project, you have to want something badly enough to surmount the natural tendency to just go with things as they are (or as they go, i.e. sometimes getting a bit worse every day, but not so you'd notice). That "something" can take many different forms - more fame, more money, more power, the realization of a nifty new idea, a more just world, a safer one...
Without particularly strong desires of one sort or another, I don't think there could be any "projects", software or otherwise.
