I didn't see any mention of the UI freeze problem (when Time Machine started up) in the list of 10.6.2 fixes, but lo and behold: I updated to 10.6.2, and the problem finally went away. I knew i should have waited for 10.6.2 before I upgraded; I stayed on Tiger until either 10.5.1 or 10.5.2, as I recall, and avoided a whole slew of early adopter issues....
