It's been a 2-day battle but I finally won over the error and all the failed installs. The secret sauce is:

• Deselect “Testing Tools“
• Deselect “Performance Testing Tools“
• Deselect “Static Analysis Tools“

It will not install with any of these three options. Hope this saves someone a ton of grief. And when I brought it up, the splash screen says “may 2004 CTP”!!! They aren't kidding when they warn “While betas receive a much higher level of testing and feature work, CTPs are intended to expose developers to the latest working build.”
