Microsoft has decided to allow users with unlicensed copies to download Service Pack 2. This is unlike SP1, where Microsoft 'tried' to prevent pirated copies of their OS to download the security updates.
It's kind of a double edged sword for Microsoft. On one hand, they can try to prevent unlicensed users to patch their systems, but doing so will just increase the activity of viruses. On the other hand, by not excluding the users with pirated copies, you're sending a bad message, that even if your copy is not legit, we'll support it.
