Microsoft is testing the prototype of a tool, currently codenamed Niobe, which is targeted at streamlining the development of Outlook 2003 applications. It's conceivable that Niobe could be bundled as an additional piece of the overall Trinity toolbox (the codename for Visual Studio Tools for Office 2003, released late last year).
