In my latest search to find an affordable .NET issue tracking solution, I came across Countersoft's Gemini issue tracking system.

Wow, it meets all my basic requirements. And, it has a great licensing schema that fits well with nGallery: Free for up to 15 users. Otherwise, it's only ~$90USD.

While there are a few minor nits, and doesn't natively support anonymous browsing and issue submission (coming in a feature release, I was promised), you still get a lot of bang for the buck.
