According to Thurrott, WinFS is not a file system.  WinFS is a service that sits on top of NTFS, and NTFS is a "requirement".  It is weird that all of this discussion of WinFS has been so confusing, with so many disjointed explanations for something that should be pretty easy to explain. I wonder if WinFS has gone the way of the file system updates that were planned for Cairo?  Either that or the speculation over the past year or more has been so far off base that the factual information now coming out makes no sense.  Thank goodness for the PDC.
