OK, confession time. I have worked on Web apps that used CSS files that have font size defined in pixels. Most often this has not been my choice but something that came from a graphic designer. It drives me nuts when a graphic design is so rigid that it cannot support relative font sizes. In fact, it offends me as a user when I cannot adjust the text so I can read it comfortably.
