I'm seeing Redmine is slowly but surely gaining popularity. Ruby itself is now using it for issue tracking, as is Jim Weirich for his projects, including Rake.

At $WORK, we've started using it for tracking our own internal projects, and so far I think people are happy with it.

I hope RubyForge eventually switches over. :)
