Um, what? First, never happen. Second, no one besides tinkerers would use it even if they did. Third, programmers aren't going to support it. One of the advantages of doing systems programming for commercial platforms is that, once a company stops supporting the platform, so can I. I won't even bother with the details of why the NT line is a superior development platform.
I had to laugh at this:

You gotta be fucking kidding me. At best it was ok in its day, but the absolute best OS in 98 was, hands down, BeOS. And don't give me Linux, either. Desktop Linux was laughable in 1998. Windows 98 was flaky and crashy. BeOS was rock solid and ultra responsive. I've pretty much been sold on microkernels ever since.
