What about doing a 4-year term (plus the usual 4 year IR) in the US military for the 18-27* year olds as a way to earn citizenship? Too Heinleinesque? I suppose there's the question of loyalty, which leads into the question of quality/morale, but I think we could mitigate that with organizational trickery. I imagine the pay and benefits are better than the wages many illegal immigrants would normally make.
I can tell you what *won't* work, and that's a big wall on the border. In the words of General George S. Patton, "Fixed fortifications are monuments to man's stupidity". They work especially poorly when you're not willing to, you know, shoot people.
* The age range is based on the min/max enlistment age accepted by the US military (short of a waiver).
