That went on to some extent at the big client I spent time at last year. Our product manager (who, admittedly was a bit of a developer "wannabe") would throw together his ideas for the product using Rails instead of writing detailed requirements. Then my team would look at his prototype app and re-implement it with production-quality code. Fun, fun.
