Demetrius Nunes (aka Dema) has taken the RDoc for Rails 0.13.1 and converted it to a Windows CHM help file. You can download it here. According to Dema, it "has all (link) nice features of a Windows help file, such as a hierachical contents table, a index with all classes and methods of the framework and also full-text search capabilities."

 

Thanks, Dema, this is a big plus for Rails developers on Windows.
