After upgrading to Safari 3.1.2, the Web Inspector, Error Console and Network Timeline options on the Develop menu stopped working for me. The solution is to hit Edit | Preferences | Advanced, uncheck "Show Develop menu in menu bar", close the preferences dialog, then repeat the process to re-enable the Develop menu. All fixed!
