I sourced out two software development projects last year. Mainly because i was not skilled in that particular area of development, or i just didnt had the time to do it. One project was sourced out to Russia and one to germany, where i am actually living.
Its clear what project was cheaper to buy, but i ve learned that the price is only half of the truth. You allways have some fixes after a project has been finished. These fixes or better, the process of closing still existant bugs can be troublesome. I waited several weeks (!) for a major fix from my russian partner and still have horrable delays in answering support questions. In contrast, my german project, which was smaller of course, resulted in no problems at all.
I dont want to say that all germany contractors are perfect and all russian ones are evil, but i can only say that the great outsourcing hype which has been presented to us in thousands of IT decision makers magazines the last months is most of the times quite academic. Make your own experiences in small projects and judge for yourself. And remember, problems that you have with contractors will immediately fall on you from your customer perspective. I can tell you, its a quite unpleasant situation.
