Tim Foster has reiterated the fact that Internationalisation is hard, still. Having worked on a project which needed to work with several languages (and not just latin-based alphabets) I have felt a lot of pain here. The wheel always turns and people keep thinking that just because we have tools like Locale's that the heavy work is done for us. Ouch.
