Anytime you reboot, restart, or delete and then create fresh copies of something...I call that the "Universal Windows Fix." Basically, for way too many Windows problems, simply rebooting will cure whatever sickness your application's, or Windows itself, has.
Often times, the Universal Windows Fix works outside of the Windows world as well. For example, sometimes CVS gets outta whack and the quickest way to fix it is to simply delete all your local changes, re-check out the relevant directories, and then copy back your changes. This may seem dumb and low-brow, but, hell, a little cut-n-pastin' never hurt anyone.
