I was wrong, Android HomeScreen Widgets need to be their own App with a distinct namespace. One, that distinct namespace will allow the HomeScreen app to sort the Widgets Apps out form  other Apps to display in a GridView. Also, if by chance Google/OHA at some later date intends to use the same Intent Category name the namespace willl allow me to sort by a anemspace category name combination and thus aovid that problem.
