Consider that first member of your social web community. That first member is the developer. Does it not make sense to avoid direct lying to this first community member of your community?

The hardest part is not technological but getting people to understand what a community is and how to treat that community. It is somewhat easier if the other non developers are already participating in a community process where they give something and get something back from a community.

Thus, how do you recruit that first developer(community member)? The first step is forming the habit of avoiding direct lying. The Second step would be paying some living expenses and update the developer's computer hardware and other tools. Third, recognize that to build a prototype requires seed capital.
