There is a missing cc/pp component in the CC/PP 2.0 w3c spec. Often times certain network operators put operational limitations either on the terminal software, application software on handset, or network operations. There should be a forth, irregardless of the GSM operators having their act together and CDDMA not, cc/pp component denoting network limitations on a network, terminal OS, and application software.
As it stands now not every network publishes a UAprof, GSM network operators do not. it should be changed to all networks if possible.
