A real stupid question that I have asked before is why we have to touch the Eclipse JDT to get java preprocessing in Eclipse. I think I found an answer. Take Beanshell PreProcessor+ Eclipse Monkey. The beauty of this solution is you can run it outside the IDE using ANT.
br> The work part would be to convert BPP to an Eclipse Monkey dom type api to use in Eclipse.
