Part of the creating a new build system for javaME is of course paying attention to improving the javadoc generation. The underlying theories of why introducing dynamic html works in code documentation is cited in this article at ACM. The original thesis is at here.

The key here is to make the dynamic javadoc modular using taglets in combination with doclets.
