Due to the consolidation of certain OEM Network Infrastrucutre Providers most Moible Operators and Carriers have moved to using one of the middleware Network Resource gateways and Applicaiotn servers. The underlying Applicaiton server usually is a VoIP JAIn certified server on top of a JavaEE server, Mobicents comes to mind.

The Network Resource Gateway where all the server side application programing happens for such things as LBS integration with voice and etc is separate from the server you may run in your own cooproate strucutre. Parlay come sot mind as one of the front runners.

You can find a Parlay SDK at Ericsson Mobility World which includes simulator to test your application with mobile emulators. Its a completely Java APi as most JAIN stuff is nowdays. Yes, the real test of a LBS start-up is seeing if they have a Parlay demo, if they don't than be extremely leary.
