Peter Kriens of the OSGi Alliance had made a public pledge to cause to release OSGi tools for public use. The first alpha stage tool to meet that pledge is a bundle certifier which can be downloaded from this blog entry. Because it is in both jar and exe forms you should be able to integrate with the IDE you use.
