Yep, it's true, and the user guide can be found here. Most of the main features have been documented, but it's still a work in progress. The next SourceForge release of Pebble (probably 1.3.1) will contain the user guide and some minor usability enhancements, a sneek peek of which can be found in some of the screenshots in the user guide. ;-)
