Hmm, Cell ID an signal strength seem to accessible throughout most Mobile OS platfroms on GSM handsets. Standard CelIID area is 500 meters to 3 Kilometeers. What owud happen by takig an approximation of signal strength denoting closeness to that lat/long positionof cell tower and use some type of AI on the server side to learn and improve accuracy.

Benefits is that you do not have to a high cost VoiceXML set-up in addition to Cell ID and signal strength to get better position accuracy when using cell ID. Plus, the probablity areas of where caller will be in that cell are different between urban and rural areas.

Why are they different? In the urban environment there are only certain area where the caller will be within that cell due to obstructions and rural has obstrcutions and a greater cell tower coverage area.
