I finally upgraded my Apple Developer Connection (ADC) Membership to a Select Membership. One of the benefits is getting access to Apple software like the Mac OS X Server v10.4.
So I spent the weekend installing OSX Server on the Mac Mini and make it into a SubVersion Server. OSX Server come with cool admin. tools but everything I'm doing showing here works on the regular OS X 10.4 Tiger install as well.
