I was right, subclipse was updated and fixes the connection problem with JavaForge.com. You can get version 0.95 here or via the Eclispe Update Manager.

Basically, Subclipse keeps in lock step with the latest version of subversion. To connect to older versions of Subversion you use Subclipse's implementation of javaSVN. The latest builds of javaSVN had a correction to allow connections to subversion 1.0 to connect but prior versions used in subclipse did not have this feature.
