I think I have foudn the solution to my subversion acces problems. As far as I know subversion uses the HTTP BasicAuth scheme. With SP2 in WinXP Home and WinXP Pro HTTP Basic Auth and passwords in the clear were both disabled according to this MS Tech Note.

The MS Tech Note link also contains details on what registry keys to set to enable the HTTP BasicAuth features and thus should solve my problem. Which somewhat explains why in using a browser, Eclipse with subclipse, and TortiseSVN I was still not able to connect and got multiple dialogues asking for username and password credentials.

So its reboot and see if it works hoopefully..
