It is not that Maven is particularly incorrect in its mission goals. Its just that its mission goals are not open and expanable to meet the community of java developers. Yes, java library depency management is osmewhat a wrothwhile issue to solve.

What about re-using the dependencies in any way you see fit? Why should I have to learn a freaking new entire build system to do what I want to accomplish? The whole point here is that the build framework should be the the 100 hour per week build engineer not you the poor developer!

Hopefully, the lessons learned in the Orca TDD Build Framework design can be applied to a J2EE TDD Build Framework.
