The answer to the first one is yes, it can. However, there is no JVM installed by default. Sun just announced they are suing Microsoft over the fact that Microsoft doesn't simply include the JVM with XP (some OEMs include the JVM when you buy a machine, however. Against Microsoft's wished, probably).
As for the 64-bit OS, that is probably also XP. It just needs the JVM recompiled for the 64-bit platform, I believe. You can probably easily find a JVM for 64-bit Intel platform; start your search at Sun's site: http://java.sun.com/.
