How do you create and throw an event.

I have created an implementation of a board game.
The board game has two gui's a text based and a graphical based. both the gUis should be listening for changes to the game. or listening to method calls.

The user can switch between the two GUI's.
I need a listener which willlisten to method calls. in the game.
