How do we induce the locale in to an exception?

The java.lang.Throwable interface is having getLocalizedMessage() method. So the sub class of Throwable interface has to provide implementation for this. What is the better way to induce the locale in to the exception class. Can any one tell me one Java class which have this implemented?
