There's a link to this at the bottom of each Post a Reply or Post a New Topic page, but people don't seem to find it. I may move it up higher so its more obvious.
The reason that straight HTML is not allowed in posts is simply that a mistake or a malicious poster can cause an entire topic of posts to not display. I do plan to add a few more features eventually, but all the things you asked for you can already do. To find out how, check out the above page. To do a pre, surround it in square brackets. There is no code tag, but what most people do is make it bold for the time being. By quote I assume you mean blockquote. Perhaps you can make the whole thing italics.
Anyway, the short answer is no. HTML will never be allowed for the reason stated above. Feel free to post suggestions for more features, like the blockquote one (if that's what you meant).
